After the "5.31" photovoltaic new policy, as many as 3,021 household distributed projects in Guangdong were affected. Recently, the Guangdong Solar Energy Association immediately organized enterprises to conduct statistical assessments on the impact of the "Notice on Matters Related to Photovoltaic Power Generation in 2018" issued by three ministries of the state.
According to preliminary statistics, there are 61 projects totaling 25.4MW of village-level poverty alleviation distributed projects built with poverty alleviation funds from various places. They were registered but not connected to the grid before May 31, 2018. According to the opinions of the "Notice", this year's distributed indicators cannot be arranged and included in the subsidy scope. This means that these projects will wait for the next year's indicators and implement the next year's electricity price or subsidy. The losses of these poor households will be immeasurable, affecting the development of local poverty alleviation work.
There are 3,021 household distributed projects in the province that have signed contracts but have not been connected to the grid, with an installed capacity of 44.73 MW. As of now, the distributed indicators are seriously insufficient. According to the requirements of the notice, it is basically confirmed that there will be no national subsidies. For household projects that are not connected to the grid, the return on investment time of ordinary people will be doubled, and the pressure on ordinary people to repay loans will increase, which may cause banks to tighten or cancel photovoltaic loans, triggering a credit crisis. People have lost confidence in the photovoltaic industry, affecting their enthusiasm for using clean electricity and doubting the credibility of the government.
For projects that have signed contracts and are ready to start construction, or have started construction but not connected to the grid, due to the lack of subsidy guarantees, project investments are facing losses (273 industrial and commercial distributed projects, with an installed capacity of 631.74MW), and the work that has been carried out in the early stage (procurement, leasing roofs) has been wasted, resulting in huge economic losses; for projects that have signed contracts but have not started construction, due to the poor project yield, they are no longer ready to start construction, and enterprises face huge breach of contract compensation.
