[International Energy Network News] Recently, in order to further optimize the energy structure of Taishun County and increase the scale of distributed photovoltaic power generation, the Taishun County People's Government issued a letter soliciting opinions on "Several Opinions on Supporting Distributed Photovoltaic Power Generation in Taishun County".

On September 14 this year, the General Office of the National Energy Administration announced the list of pilot projects for the development of distributed photovoltaic power on the roofs of the whole county (city, district), of which Taishun County was also included in the list of counties (districts, cities) in Zhejiang Province to promote distributed photovoltaic power on the roofs.

The document pointed out that high-quality photovoltaic enterprises are supported to invest in the construction of photovoltaic power generation projects in Taishun County. In combination with the characteristics and conditions of the project, it is encouraged and promoted to implement distributed photovoltaic development and construction on the roofs of government agencies, enterprises, institutions, large shopping malls (markets) and industrial plants and residents in the county.

Construction goal: to achieve a total installed capacity of distributed photovoltaic power generation in the county of 100,000 kWh in 2022, and a total installed capacity of distributed photovoltaic power generation in the county of 250,000 kWh in 2025.

Residents (family farms) rooftop photovoltaic scale construction. For the unified large-scale construction and operation of the roofs of residents (family farms) and the implementation of the "flat to slope" beautiful project, a one-time construction subsidy will be issued to residents after the completion, grid connection and acceptance of the photovoltaic power generation project. Differentiated subsidies will be implemented for the completion, grid connection and acceptance in 2021, 2022 and 2023, with subsidy standards of 0.1 yuan/watt, 0.08 yuan/watt and 0.05 yuan/watt respectively;

For the unified large-scale construction and operation of the roofs of residents (family farms) and the implementation in accordance with the requirements of the government's "flat to slope" beautiful project, a one-time flat to slope construction subsidy will be issued to residents after the completion, grid connection and acceptance of the photovoltaic power generation project. Differentiated subsidies will be implemented for the completion, grid connection and acceptance in 2021, 2022 and 2023, with subsidy standards of 0.5 yuan/watt, 0.4 yuan/watt and 0.3 yuan/watt respectively.

The government organizes the construction in a unified manner. For the construction and operation of the distributed photovoltaic power generation on the roofs of administrative institutions and state-owned enterprises in accordance with the contract energy management model, the government departments or administrative institutions and state-owned enterprises shall entrust energy enterprises to build photovoltaic power generation facilities. A one-time construction subsidy will be given to the implementing unit of the rooftop photovoltaic power generation project that implements the flat-to-slope conversion after completion, grid connection and acceptance. Differentiated subsidies will be implemented for projects that are completed, grid-connected and accepted in 2021, 2022 and 2023, with subsidy standards of 0.5 yuan/watt, 0.4 yuan/watt and 0.3 yuan/watt respectively. Rooftop photovoltaic power generation projects that do not implement the flat-to-slope conversion will not enjoy any subsidies.
