On December 31, the People's Government of Shandong Province issued the "Notice on the 2022 "Stability and Progress" High-quality Development Policy List (First Batch)" (Lu Zhengfa [2021] No. 23), proposing a total of 178 preferential policies. This article extracts some relevant policies. The full text can be viewed by clicking "Read Original Text" at the end of the article. The document proposes:
1. Preferential policies for wind power projects
Accelerate the construction of offshore wind power bases, and eligible projects will enjoy the "three exemptions and three reductions" policy for corporate income tax.
2. Preferential policies for photovoltaic projects
Support the pilot of large-scale development of distributed photovoltaics in the whole county (city, district), implement overall packaging and filing for distributed photovoltaic projects developed on a large scale in pilot counties, and open up a "green channel" for project grid connection projects;
Prioritize the market-oriented trading of distributed power generation in pilot counties to promote the local and nearby consumption of photovoltaic power generation;
Increase the support for policy loans, actively strive for the scale of special loans for "carbon peak and carbon neutrality" of the National Development Bank, and provide preferential loan interest rates.
3. Regarding the allocation of new energy consumption indicators
Regulate the use of some energy consumption indicators coordinated by the provincial government, and all of them will be used for a fee. Except for major national and provincial planning and layout projects, 100% will be used to support the construction of non-"two high" industry projects.
For offshore wind power projects that are planned and constructed by the province, 50% of the energy increments generated after completion and commissioning will be coordinated by the province, and 50% will be left to the city where they are located;
For other renewable energy projects such as photovoltaic power generation, the energy increments generated after completion and commissioning will be left to the city where they are located. For the new energy of nuclear power units completed and put into use during the "14th Five-Year Plan" period, 50% will be coordinated by the province, and 50% will be left to the city where they are located. The new energy increments left to the city, except for major projects planned by the state and the province, must all be used for the construction of non-"two high" projects.

1. List of policies in the 2021 policy package that will continue to be implemented in 2022
(I) Expand effective demand.
2. Support and promote new energy vehicle consumption, extend the current new energy vehicle purchase subsidy policy in Shandong Province to the end of 2022, and provide a maximum subsidy of 50,000 yuan/vehicle for non-public sector new energy vehicles that meet the conditions in 2022, and a maximum subsidy of 57,000 yuan/vehicle for public sector new energy vehicles. Expand the proportion of new energy vehicles equipped in party and government agencies, public institutions, enterprises and institutions, and the proportion of new energy vehicles in new and updated vehicles shall not be less than 30%; the proportion of new energy vehicles in new and updated vehicles of cruising taxis in key areas shall not be less than 30%, encourage online booking taxis to use new energy vehicles, and the proportion of new and updated new energy vehicles for sanitation and postal express delivery shall not be less than 10%. 3. Increase support for the construction of charging infrastructure. Incorporate independent public charging and swapping stations into the detailed planning of national land space, clarify the land supply method and process according to the land use of public utility business outlets, and support the construction of public charging and swapping stations using leased land. 36. Further support the development of small and micro enterprises. In accordance with the unified deployment of the state, from April 1, 2021 to December 31, 2022, small-scale VAT taxpayers with monthly sales of less than 150,000 yuan (including principal) will be exempted from VAT. 37. In accordance with the unified deployment of the state, for small and micro enterprises and individual industrial and commercial households whose annual taxable income is less than 1 million yuan, the income tax will be levied at half the rate on the basis of the current preferential policies. 39. From January 1, 2021, enterprises, institutions and individual operators that pay value-added tax and consumption tax in the administrative area of the province will be exempted from local water conservancy construction funds. 42. Reduce the transaction costs of mixed-ownership reform projects of state-owned enterprises. Starting from the second quarter of 2021, Shandong Property Rights Exchange Center will no longer charge investors any fees for mixed-ownership reform projects that openly introduce strategic investors, and will no longer enforce the transaction member agency system. (III) Accelerate the transformation of momentum.
50. For enterprises in the "two high" industries that meet the requirements of the province's industrial layout and the "three resolute" requirements for the transformation of new and old momentum, technical transformation projects such as technology product upgrades, environmental protection and energy-saving transformation, and safety level transformation that do not increase production capacity and energy consumption and coal consumption will not be restricted by the "two high" project access policy and will be approved and registered in accordance with laws and regulations. The proportion of the provincial old and new kinetic energy conversion guidance fund to angel funds will be increased from a maximum of 30% to 40%, and the proportion of joint investment by provincial, municipal and county governments will be relaxed from a maximum of 50% to 60%; the old and new kinetic energy conversion fund will invest in seed-stage and start-up technology and innovative projects in the province, and the guidance fund will transfer all income. (IV) Strengthening the guarantee of elements.
86. Establish a precise docking mechanism between the People's Bank of China's re-lending funds and policy-based agricultural credit guarantees and small and micro-enterprise credit guarantees, guide local corporate banks to strengthen business cooperation with the provincial agricultural guarantee company, the provincial investment and financing guarantee group and its system members, and provide full re-lending support for qualified agricultural and small-scale guaranteed loan businesses by the People's Bank of China Jinan Branch. Banks that carry out business cooperation provide credit services with an annual interest rate of no more than 5.5% for the "three rural" entities and small and micro-enterprises. Encourage local governments to develop agricultural specialty industries based on their own advantages, and provincial finance will provide loan interest subsidies and guarantee fee subsidies for qualified policy-based agricultural credit guarantees for characteristic breeding and farming industries. 88. Create a pilot zone for inclusive financial services for rural revitalization reform, promote the provincial financing guarantee group to explore the batch guarantee business of "online business insurance", and include all qualified agricultural guarantee loans (no more than 10 million yuan per household) of various government financing guarantee institutions in Linyi City into the scope of re-guarantee risk sharing. 95. Implement the policy of green finance to support ecological environmental protection and the development of ecological and environmental protection industries. During the transition period of the preparation of the national land space planning, major provincial projects, selected projects for the conversion of old and new kinetic energy, key contracted projects for double recruitment and double introduction, and key projects for strengthening weaknesses and strengthening weaknesses shall be handled in accordance with the "two regulations" (current land use master plan and urban (town) master plan), and all efforts shall be made to ensure the implementation of provincial key projects. Establish a provincial advanced manufacturing industry and special new special listing reserve resource library, with no less than 1,000 enterprises in the library, strengthen training services, help enterprises accurately connect with the capital market, and provide precise guidance for special listing reserve enterprises. 102. Allow "zero land increase" technical transformation projects to be built first and then tested, and submitted for review as needed; under the premise of complying with development plans, industrial policies, standards and specifications, investment intensity, factory building structure safety, and not changing industrial use, the floor area ratio of key technical transformation projects can be increased to above 2.0. For "zero land increase" technical transformation projects within the original legally obtained land use scope, the increased building area will no longer be subject to additional land price; enterprises will be exempted from urban infrastructure supporting fees for reconstruction and renovation of factory buildings in existing factory areas, and will be levied at half the prescribed standards for expansion and new construction of factory buildings in existing factory areas. In combination with the characteristics of the process, if underground factory buildings are built, the underground part will be exempted from urban infrastructure supporting fees. 103. For new or technological transformation projects of characteristic and advantageous advanced manufacturing industries in various cities that meet the requirements of intensive and economical land use, the land transfer base price can be implemented at no less than 70% of the national minimum land transfer price standard for the land grade of the location. If the land transfer base price is lower than the sum of the actual land acquisition cost, land pre-development cost and related fees that should be collected according to regulations after proportional calculation, it should be determined on the principle of no less than the sum of the actual costs and fees. For existing industrial projects that do not change their use, the land price will no longer be increased for the part of the building volume ratio of manufacturing projects that exceeds the national, provincial and municipal regulations for improving utilization efficiency. 104. Land for advanced manufacturing projects can be obtained through a variety of methods such as long-term leasing, lease-first-then-transfer, and flexible-term transfer. Land supply by long-term leasing can be adjusted to land transfer, and land transfer by flexible terms can be adjusted to the maximum term during the transfer period. If the land use right is obtained by long-term lease, lease-before-transfer, flexible term transfer, etc., the land use right can be transferred, subleased or mortgaged according to law during the term of use. 116. For rural collective construction land in abandoned land left over from historical mines, after restoration, the land space planning determines it as industrial, commercial and other business purposes, and after registration as collective business construction land according to law, the land owner can transfer or lease it for the development of related industries, and the income generated will be tilted to the members of the village collective.
