One project development and modification record:
Photovoltaic enterprises should truthfully provide a project introduction when filing a project, including the project name (the unified standard is: project unit abbreviation + construction site + filing scale + "photovoltaic power generation project"), investor, construction scale and total investment , construction site, supporting buildings and implementation (land implementation), land area and nature, power generation mode (all self-use, self-generated and self-consumption surplus power grid, full grid access), key technologies, planned start (completion) time etc., and specify the above main contents in the filing application form.
Second access system plan:
The construction unit brings relevant information to the State Grid Tianjin Electric Power Company Economic and Technological Research Institute (hereinafter referred to as the "Economic Research Institute") to apply for the formulation of the proposed photovoltaic project grid connection plan. The required information basically includes:
The original and copy of the manager's ID card and the original of the legal person's power of attorney (or the original and copy of the legal representative's ID card);
Enterprise legal person business license, land certificate and other project legality supporting documents;
Project location map (indicating directions, adjacent roads, rivers, etc.) and site lease related agreements;
Project feasibility study report; the approval of the government investment authority for the preliminary work of the project (the project needs to be approved).
After the acceptance, the research institute will formulate the access system plan after on-site investigation.
Three access system approval:
With the access system plan issued by the Economic Research Institute, the project owner went to the State Grid Tianjin Electric Power Company (hereinafter referred to as "the Municipal Bureau") for a special review, and obtained the approval, that is, the access system approval.
Four electricity price approval:
The project owner submits the application documents for electricity price approval to the Price and Charges Section of the Price Bureau, and provides relevant information as required (basically including the project application report, the filing documents of the National Development and Reform Commission, the approval of the access system, and the planned start/completion time of the project, etc.).
Five Preliminary Design Review:
The project owner shall apply to the Marketing Department of the Municipal Bureau to organize a preliminary review meeting based on the feasibility study report, the access system plan, the approval of the access system, and the preliminary design drawings. The construction design blueprint drawn by the design institute must be consistent with the spirit of the "Preliminary Design Review Opinions", and the project owner organizes the bidding, procurement, construction and other work matters of the photovoltaic power station according to the construction design drawings.
Six Interval reconstruction of access substations and construction of outgoing lines:
The project owner brings the business license, the filing documents of the National Development and Reform Commission, the approval of the access system, the preliminary design review comments, the construction drawings and the primary system drawing (design blueprint) to the special office of the Transportation Inspection Department to fill in the "Grid-connection Application Form for Photovoltaic Power Generation Projects". Seven Project Quality Supervision Declaration:
Before the project starts, the construction unit must make a project registration declaration as required. When applying, it should meet the following requirements: the project has obtained government approval (approval) construction documents, the survey, design, construction, and supervision units have completed the bidding, the main management personnel of each project department of the construction unit have been in place, and the relevant testing units have been identified. The construction unit submits the "Power Engineering Quality Supervision Registration Application" to the Tianjin Electric Power Construction Engineering Quality Supervision Center Station (hereinafter referred to as "Quality Supervision Station") for declaration.
Eighth Project Quality Supervision Registration:
The construction unit shall carry the "Application for Electric Power Engineering Quality Supervision Registration", the approval document, a copy of the qualification certificate of the survey, design, construction, commissioning, and supervision unit, and the main management personnel of the survey, design, construction, commissioning, and supervision unit shall practice accordingly A copy of the qualification certificate, go to the quality supervision station for formal registration. The construction unit shall provide protection equipment instructions and drawings. The protection of the new bay in the substation and the optical fiber differential protection of the outgoing line (hereinafter referred to as "optical difference protection") setting values are the responsibility of the county power supply company. Except for the out-of-step disconnection protection in the photovoltaic power station, which is given by the protection team of the Planning Office of the Municipal Bureau, the rest of the protection values are calculated by the project owner. sign to confirm.
Fourteen telecontrol information and communication address:
The project owner provides the PV power station network topology, secondary equipment list (manufacturer, model), and "XX Photovoltaic Power Station Telecontrol Information Sample Sheet" to the Municipal Automation Bureau. Responsible for compiling the "XX Photovoltaic Power Station Telecontrol Information Table" according to the above documents, which currently mainly includes telemetry, remote signaling, remote control, AGC remote signaling, AGC telemetry, AGC remote adjustment and optical power prediction. Fifteen Optical difference protection debugging, scheduling data network debugging:
After the optical cable laying, optical fiber splicing, and the optical channel have been tested and passed, you can apply for debugging to the automation department of the county power supply company, and arrange the maintenance personnel on duty to carry out optical difference protection and scheduling together with the manufacturers and test personnel. Sixteen Remote control:
After completing the in-station debugging of the photovoltaic power station, the background construction of the power supply company, the debugging of the dispatching data network, and the establishment of communication between the remote control device and the main station, you can apply for the remote control joint debugging. Seventeen Quality supervision and inspection in the pre-commissioning stage of grid connection:

Eighteenth grid connection preparation meeting:
After all infrastructure construction, electrical commissioning, and telecontrol joint commissioning have been completed, and the quality supervision station has issued a document that has passed the quality supervision, inspection and acceptance, the project owner will issue an invitation letter to the municipal bureau and various departments of the county power supply company to participate in the grid connection Preparatory meeting. Nineteen High Voltage Electricity Inspection:

Twenty-one grid-connected review:
The project owner must complete all rectifications before re-checking. After waiting for the acceptance report of the new substation primary and secondary equipment and lines issued by the transportation inspection department of the city, district/branch company, the marketing department of the power supply company will issue a unified acceptance report - "xx Photovoltaic Power Station Acceptance Opinions", and It is clearly stated that the power station can be put into operation after passing the inspection and acceptance.
Twenty-two Power Harvesting Terminals:

Twenty-eight reverse power transmission and load measurement vectors:
The transportation inspection department of the county electric power company is responsible for sending it to the outlet cabinet of the XX photovoltaic power station. Thirty-two Quality Supervision Final Inspection:
Complete acceptance. If the requirements for completion acceptance are met, the person in charge of the construction unit (project) shall organize the person in charge of the construction (including subcontracting), design, supervision and other units (project) to conduct completion acceptance.
