In recent years, with the continuous expansion of the scale of photovoltaic power generation construction in my country, the speed of technological progress and cost reduction has accelerated significantly. In order to promote the healthy and sustainable development of the photovoltaic industry, improve the quality of development, and accelerate the decline of subsidies, the relevant matters of photovoltaic power generation in 2018 are hereby notified as follows.
1. Reasonably grasp the development rhythm and optimize the new construction scale of photovoltaic power generation
(1) According to the actual development of the industry, the construction scale of ordinary photovoltaic power plants in 2018 is not scheduled for the time being. Before the state has issued a document to start the construction of ordinary power stations, localities shall not arrange the construction of ordinary power stations requiring state subsidies in any form.
(2) Regulate the development of distributed photovoltaics. This year, around 10 million kilowatts will be allocated to support the construction of distributed photovoltaic projects. Considering the existing distributed photovoltaic power generation this year, it is clarified that the distributed photovoltaic power generation projects connected to the grid before May 31 (inclusive) are included in the scale management scope recognized by the state, and the projects that are not included in the scale management scope recognized by the state shall be supported by local governments .
(3) Support photovoltaic poverty alleviation. Implement the requirements of targeted poverty alleviation and targeted poverty alleviation, and solidly promote the photovoltaic poverty alleviation work. On the premise of implementing the implementation conditions and strict review in various places, the second batch of photovoltaic poverty alleviation project plans in the "Thirteenth Five-Year Plan" will be issued in a timely manner.
(4) Promoting the construction of photovoltaic power generation leading bases in an orderly manner. This year, depending on the scale control of photovoltaic power generation, further research will be conducted.
(5) Encourage all localities to issue policies to support the development of the photovoltaic industry according to their own actual conditions, and arrange various photovoltaic power generation projects that do not require state subsidies according to the conditions of grid connection and consumption and related requirements.
2. Accelerate the decline of photovoltaic power generation subsidies and reduce the subsidy intensity
Improve the photovoltaic power generation price mechanism and accelerate the decline of photovoltaic power generation prices.
(1) From the date of publication, the benchmark on-grid electricity price of newly put into operation photovoltaic power stations will be reduced by 0.05 yuan per kilowatt-hour, and the benchmark on-grid electricity prices of Class I, Class II, and Class III resource areas will be adjusted to 0.5 yuan per kilowatt-hour and 0.6 yuan respectively. , 0.7 yuan (tax included).
(2) From the date of issuance of the document, for distributed photovoltaic power generation projects that are newly put into operation and adopt the mode of "self-generation and self-use, and surplus electricity on the grid", the subsidy standard for full electricity per kilowatt will be reduced by 0.05 yuan, that is, the subsidy standard will be adjusted to per kilowatt 0.32 yuan (tax included). Distributed photovoltaic power generation projects adopting the "full access to the Internet" model shall be implemented at the price of photovoltaic power stations in the resource area where they are located. The self-consumption of distributed photovoltaic power generation projects is exempt from various government funds and surcharges levied with the electricity price, system reserve capacity fees and other related grid-connected service fees.
(3) The benchmark electricity price of village-level photovoltaic poverty alleviation power stations (0.5 MW and below) in line with national policies will remain unchanged.
3. Give full play to the decisive role of market allocation of resources, and further increase the intensity of market-oriented allocation projects
(1) All ordinary photovoltaic power plants must determine the project owner through competitive bidding. The price determined by the bidding shall not be higher than the benchmark on-grid electricity price after the price reduction.
(2) Actively promote the marketization of distributed photovoltaic resource allocation, encourage local governments to introduce competitive bidding methods to allocate distributed photovoltaic power generation projects other than household photovoltaics, and encourage local governments to increase market-oriented transactions in distributed power generation.
(3) When competitive allocation is carried out in various regions and projects, the on-grid electricity price shall be regarded as an important competitive priority, and unfair competition and price-limiting competition shall be strictly prohibited to ensure sufficient competition and construction quality. The provincial energy authority shall promptly send a copy of the projects determined through competition and the on-grid electricity price or kWh subsidy amount to the provincial price and finance authority and the supervisory agency dispatched by the National Energy Administration.
